I've been away hence the late followup on this.

I have just spoken to the UK distributor for AMI and LSI who tell me the 20C15 is no longer available because LSI have made it obsolete. The origin of the A5191HRT is from a previous large 20C15 user (possibly not in the UK, could be anywhere) who got an ASIC done by AMI to replace the 20C15. However the A5191HRT was not available until this customer started buying the chips, and apparently he just has.

So it looks like the AMI A5191HRT is the only option. Unless there is somebody else out there making the 20C15. Or one can use a 1200 baud modem chip but they will be drying up soon, I would guess.
