The original idea was that all devices should park at 4mA. But then a situation arose, in which a device (an I-to-P converter, I think) could not work at this low current unless the PV was also at the low end of its range. So the HART spec was changed to allow parking at any value of current. (I seem to remember this device parked at 9mA.)I suggest you just park at 4mA like most devices.
