BACnet: what must be defined/known to connect devices

BACnet describes how to implement all objects. In the Protocol Implementation Conformance Statement(PICS, see Annex A of the very BIG BACnet-book) is it possible to define which object types are supported and which properties each object supports in the device. Is it correct to assume that:

- a manufacture give a complete description of all the objects and (id, name and their functionality) existing in the device and their relationship to reality? Or do you have to just figure out by yourself with help from the objectlist in the object DEVICE?

- you are also free to configurate other devices (in connection with unique ID'd, MACadresses etc.)
